Official: Chelsea was fined 31 million euros by UEFA and Barcelona was fined 15 million euros

According to official reports, Chelsea was fined 31 million euros by UEFA for violating financial regulations, up to 91 million euros. Barcelona was fined 15 million euros, up to 60 million euros. Vera was fined 11 million euros in total.

In addition, the club's financial control agency continued to monitor the financial situation of Milan, Inter Milan, Paris and other teams, and Roma was fined 3 million euros for slight exceeding the standard.

UEFA Announcement: The First Chamber of the

Club Financial Control Agency (CFCB) (Chairman of Sunil Gulati) announced a series of resolutions for regulated clubs in the 2024/25 season.

1. Football Profit Rules

CFCB First Chamber determined that HNK Heidu Sprite (Croatia), Aston Villa Football Club (England), Chelsea Football Club (England), Barcelona Football Club (Spain), Olympic Lyon (France) and Porto Football Club (Portugal) did not comply with the football profit rules first implemented in the 2024/25 season. The assessment covers fiscal year data for 2023 and 2024.

In compliance review, the CFCB focused on the verification of transactions involving tangible/intangible asset sales, player exchanges (i.e. "swap ") and player transfers between related parties. According to the UEFA Club License and Financial Sustainability Ordinance (2024 Edition) (the Regulations), the profits generated by such transactions shall not be included in compliance income, and the relevant clubs need to make accounting adjustments.

HNK Heidu Split, Aston Villa, Chelsea, Barcelona and Lyon have reached settlement agreements with the CFCB for a period of 2 years, 3 years or 4 years respectively. The length of the agreement depends on the club's ability to achieve compliance within a specific period, and the ultimate goal is to fully comply with the football profit rules at the end of the settlement period (2 years to 2026/27/3 years to 2027/28/4 years to 2028/29).

All clubs agree to pay fines (including conditions and unconditional parts) based on the degree of violation, and the 4-year agreement also refers to the financial forecast for the 2025 fiscal year. The specific details are as follows:

All clubs also agree to accept new players registration restrictions (conditional/non-conditional or double restrictions) in the European Roster A, and the duration of the measure is linked to the settlement period.

In addition, clubs have pledged to achieve annual mid-term goals, and if the standards are not met, they will trigger additional sanctions (including stricter A-list registration restrictions and cancellation of European qualifications for next season). Lyon specifically agreed: If the French regulator (DNCG) confirms that it will be relegated to Ligue 2, it will withdraw from the 2025/26 European season.

Porto was fined 5 million euros (of which 750,000 euros were unconditional fines, and 4.25 million euros were paid only when the 2025/26 season is still in violation).

2. Lineup Cost Rule

CFCB determines that Aston Villa (England), Chelsea (England), Panasinaikos (Greece) and Besiktas (Turkey) violate the lineup cost rules (the transition threshold in 2024 is 80%, and the actual ratios of the above clubs are all between 80%-90%). Unconditional fines are imposed according to the degree of violation:

CFCB reminds that the lineup cost ratio threshold will drop to 70% from 2025.

3. Incomplete submission of financial information or delays

Body Shine (Norway) and Sarajevo (Bosnia and Herzegovina) were sentenced to unconditional fines of 500,000 euros and 250,000 euros respectively due to incomplete reporting scope of fiscal year 2023 (revised in fiscal year 2024). If you commit another crime within three years, you will be disqualified from the European War. Krakow Viswa (Poland) was fined 20,000 euros for delaying submission in 2024/25 season.

4. Clubs in previous settlement periods

CFCB continues to monitor ten clubs in the 2024/25 season. AC Milan (Italy), Inter Milan (Italy), Monaco (France), Marseille (France), Paris Saint-Germain (France), Besiktas (Turkey), Trabzon Sports (Turkey) and Antwerp (Belgium) all achieved their mid-term targets for fiscal year 2024. Rome (Italy) was fined 3 million euros for a slight excess. Istanbul Basakser (Türkiye) has been verified to comply with the 2024/25 football profit rules, and will withdraw from the settlement mechanism and retain the qualification for the 2025/26 European competition.
